I wonder if back in S1 TPTB already planned to bring in Francine eventually. Probably not. But if they did... regardless of whether they did or not, actually - even just from the in-universe perspective, Francine still being offscreenly alive in S1 adds layers to Eowells talking to Joe about them being "members of exclusive club". Because he has to know, unless there were no Kid Flash in the "proper" timeline. He says all those things and he knows. Knows that Joe lies - and knows something else, something Joe has no idea about.
